IPCMC must be established soonest


The Independent Police Complaints and Misconducts Commission (IPCMC) must be established as soon as possible in order to quickly address the current imbalance and injustice nature in the police force.

Base on the facts of the continuous police brutality, injustice political treatment, wide spread corruption, violation of human rights, violation of democracy, violation of freedom and the most recent killing of a 15 year old child had in fact turned the entire section of the public against the police force.

We want to ask, why did the inspector-general of police (IGP) and the rest of the top brass are so afraid of the establishment of the IPCMC? Are they afraid that their misdeeds will soon be discovered and dug out by the IPCMC investigators if the commission's bill were to be tabled and approved by the parliament? Are they afraid of the IPCMC because they knew that they are not clean?

The formation of the IPCMC is not to pressure the police force nor to penalize them for nothing. Its aim is to help address public grievances in a fair, just and balance manner. If the police force were to handle public complaints against one of their owns, do you think there will be an assured transparent investigation or inquiry onto those grievances?

With all those weaknesses and mismanagement highlighted by the previous Royal Commission established to check for the betterment and imbalances in the police force, one of the recommendations is that the IPCMC should be established to provide a suitable balance to guide the police actions.

The IPCMC is not going to take over the command of the police at all. If the police force is clean as the IGP had claimed many times, then stand up high and welcome the IPCMC with your open arms with out fear and worry.

Take for instance, in the United Kingdom, the Independent Police Complaints Commission (IPCC) was established by the British parliament to independently address and conduct public inquiries at the material time there. The IPCC in London had since functions at its highest ever neutrality level and the body is highly respected by politicians from both government and the opposition sides as well as members of the public.

But, unfortunately the proposed IPCMC here has been often misled by the BN and Umno politicians as well as the top police officers themselves as being threatening the structure and command of the police force.

That is why up to today the establishment of the IPCMC has not materialized. Doubts on the police by the public had also increase dramatically before that when the IGP made a statement suggesting that tenure of the police training to be shortened to three months

Well, since another crisis had erupted now following the fatal shooting of a kid by the police in Selangor, we would like to say that the shortening of the police training's tenure to three months should be given a second thought.

Can you fully train and equip a new policeman or a cadet officer with all the professional, safety, firearms and public security knowledge within three months? These new guys are not robocops where you can create the system and just download all the softwares into their brains. Even a robocop make mistakes and could turn violent in its operation if its system and software got corrupted or infected with virus.

Same goes to human by nature. All policemen are human beings too, if they had being trained, they need to be re-trained from time to time in order to update them matters related to new laws and enforcement, if new men were recruited, they ought to be thoroughly trained to ensure their efficiency and effectiveness in servicing the public security and not political security.

There you are, even the IGP made a bluntly silly mistakes recently, by telling the people that he will pull back the entire police force from the streets and let loose all those crimes if the public continue to scrutinize and criticize them.

Therefore, the IPCMC must be established soonest possible.
