AG Report: Why can’t those power abuses stop?
Every year, when the auditor-general (AG) releases his reports and findings of the civil administration to the public, there are sure to be power abuses, corrupt activities, mismanagements of public funds, allocations, overspendings, cronyism, favouritism, etc, etc.
Despite continuous effort and actions based on the AG reports were taken against all those culprits (or are there really any actions taken against those who are responsible?), these crimes and negative elements has been continuing and it looks like there are inheritance to such activities, where if one is caught, the other will take over and would continue as usual.
The question here is why isn’t the federal government taking any stern action or making any hard move to curb all these corrupt activities and crooked civil servants within its administrations which consist of various departments and agencies.
Is it just because grassroots leaders of a dominant political party such as division and branch chairmen as well as committee members are also very much involve in corrupting the civil service? We had saw, from those awarding of contract works right to the procurement of general items and daily necessities for departments and agencies. The entire institution is actually controlled and monopolize by leaders of the said dominant political party.
If that so, talking about combating corruption from the top everyday, but did nothing to stop all those who are involved at the bottom would mean nothing at all, since such “vice” activities continue their routine as usual. You can say you will go all out to combat corruption as many times as possible, but in the end, the effectiveness does not exist at all.
Furthermore, most of these civil servants, especially those in the senior positions have close family ties and links with the ruling political elites of the said ruling dominant political party which would make things more difficult when it comes to investigations and disciplinary action against them. What can they do then? Nothing!
Another issue is sometimes investigations and probe into these irregularities were unable to be carried out as most government documentations are subject to the jurisdictions drawn in the Official Secrets Act (OSA). This mean, you cannot see it, you cannot read it, you also cannot investigate it nor exposing it in the interest of the public.
Applying for declassification of these documentations will take months, sometimes years to materialize, from one department to the other department, then go up to from one ministry to another ministry and finally up to the chief secretary’s office.
By the time they gain approvals to declassify all those documents to investigate, those evidence and documents would have gone missing long ago and the culprits would just escape and enjoy his life as usual.
For 52 years, the federal government administrations and its machineries did not have any competency, accountability and transparency in their daily operations. It worked like a secret society not in the interest of the public but rather in the interest of certain political parties or figureheads.
It would be very certain that the next year’s AG report and findings would come up with the same subject like what it has been released recently, unless the entire federal government and civil administration are fully revamped.
In this case, the people must make their choice wisely if they really love their country.
