PMD still a big fat spender

From the tabling of the Budget 2012 recently by the prime minister and first finance minister Najib Razak, it has shown that the ministry under his charge, the prime minister's department (PMD) is still the biggest spender in the federal government.

Even though the PMD's budget has slimmed down from RM18.12 million to RM16.01 million, the expenditure is still considered the largest as funds allocated to the other ministries are not as high as RM16 million.

The reason is, the PMD employs too many ministers and deputy ministers in its fold, and with more than 30 over large-scale departments and agencies under its care. Currently, there are five ministers and four deputy ministers in the PMD while there are about more than ten political secretaries at helm to serve their respective ministers.

First of all, we really do not understand why does the PMD needs so many ministers and deputy ministers to run only one ministry (the PMD)? Apart from that, there are also about more than thirty over units and departments that perform similar or duplicate roles to that of the other ministries.

In this case, why do we need so many other ministers in the cabinet since the PMD itself has set up so many units, departments and agencies under its care to look into various portfolios which has also been undertaken by the other ministries. Aren't all these a waste of public funds.

In other words, the PMD itself is already acting like a cabinet within a cabinet. This means the prime minister himself with the advice of so many of units, departments and agencies as well as ministers under his care would be able to make a lots of decisions without even see the need of calling for consultation with the other cabinet ministers who are in charge of their respective ministries.

The worst thing is the PMD also has a special unit called the Implementation Coordination Unit (ICU) which is charged of taking care of defeated Barisan Nasional (BN) electoral candidates by appointing them as constituency coordinators to rival the elected representatives from the opposition who were directly chosen by our people in the general elections.

You see, PMD is using our public fund openly to pay for all these un-elected and illegal coordinators who acted as de-facto members of parliament and state assemblymen to serve in constituencies currently held by the oppositions. Aren't all these actions against the Federal Constitution, apart from wasting all our taxpayers' money?

Ever since Najib took over as prime minister, we are seeing a continuous ever-increasing size of the PMD, which includes the economic planning unit (duplicates to that of the finance ministry), the ICU (looking after the well being of defeated BN candidates), national security division (duplicates to that of home affairs ministry), administrative modernization, Pemandu, Pemudah, national unity, elections commission, statistics, education (duplicating the education ministry), transport (duplicates the transport ministry), FELDA, PERDA and a lot more.

It is what we call spending beyond their means. That is why almost every year, the BN's budget has always end up in a deficit manner until it has resorted to borrowings from many foreign governments but we do not know how much debt that the federal government has to undertake so far because all these were not revealed in the Budget presentation.

As such, where are the accountability and transparency for these? Yeah, it has being protected under the Official Secrets Act (OSA).
