Federal Development Department (Jabatan Pembangunan Persekutuan)
When the opposition pact Pakatan Rakyat won over key states in Penang, Kedah, Selangor, Perak (Umno later retook this state in a coup d’etat) and Kelantan after the 12th general elections on 2008, the federal government which is still dominated by Umno via its coalition called the Barisan Nasional (BN) refused to accept the people’s verdict and went on to established their kind of governance in these Pakatan rule states.
In order to ensure their continuous presence in these Pakatan rule states, BN moved to established the Federal Development Department or better known as Jabatan Pembangunan Persekutuan (JPP). The purpose and role of these JPP in Penang, Kedah, Selangor, Perak (Umno later retook this state in a coup d’etat) and Kelantan is to rival the existing state governments in all their functions and administrations.
The JPP in these Pakatan rule states are managed by a State Development Officer or better known as Pegawai Pembangunan Negeri who also function as a de-facto chief ministers or menteris besar in these states and they report directly to the Prime Minister’s Department in Putrajaya.
The JPP then moved on to establish their own Federal Village Development and Security Committee (JKKKP) in all villages in a state to rival the existing state designated Village Development and Security Committee (JKKK). The JPP’s move is to reappoint all BN ex-JKKK members to fill the JKKKP after all the JKKK were taken over by Pakatan appointees. Of course, the formation of the JKKKP to rival the states’ JKKK had initially confused the people which regards on the allocations and administrative services but somehow these Pakatan state governments had managed to informed and explain to the people on the revengeful rivalry established by the BN to sabotage their state administrations.
However, the JPP which is under the direction of the BN did not give up that easily. They then proceed to appoint their own Federal Village Headmen (Penghulu Pusat) from amongst BN politicians to rival the state appointed Village Headmen (Penghulu) in all villages and mukims of these states.
As the results of the JPP’s effort, BN and Umno had managed to retook the Perak state on last early February 2009 in a coup d’etat initiated by the Perak Umno with the support from the then deputy prime minister and the federal controlled security forces.
Later on this year, the JPP also did a stint to embarrass the DAP-led Penang state government in a national level youth event by having the state development officer to represent the Penang state (as a de-facto chief minister) instead of the Chief Minister and the State Executive Councillor in charge of youth and sports.
Still in Penang, the JPP also played an active role in sabotaging the channel of funds for industrial development to the Penang state by withholding, setting of red tape pre-conditions and putting up bureaucratic pressures to frustrate the state government’s effort to ensure Penang continue to enjoy its ongoing phase of development.
Besides Penang, the JPP also targeted other Pakatan rule states like Perak, with a successful coup d’etat, followed by Selangor where its PKR-led state government is facing a tough time to obtain federal funding to carry on its stagnant industrial and public projects left over by the previous Umno state government, then Kedah who is unable to convince potential investors into the Kulim Hi-Tech Industrial Park due to the JPP’s blockade and lastly, Kelantan who remain an agricultural state, thanks to the federal government who successfully prevented its development and the oil royalty to the state.
The BN-Umno led federal government’s effort through its state JPPs had so far created a little impact on these Pakatan rule states but more a less successful in some of their sabotaging activities in order to frustrate the economy and the people of these states.
These undemocratic efforts and terrorizing measures undertook by BN-Umno is to punish the people of these states who had voted the PKR, DAP and PAS into power in the last general elections and to endure them with a painful memory of being rule by the opposition Pakatan. Their proverb to the people is simple, “if you voted the opposition to power, you will have to bear the consequences and suffer for it”. This is clearly an act of revenge and they are now doing it on us indirectly.
Therefore, we should act and choose wisely in the next general elections. Remember clearly of your responsibilities to the nation, the country where you were born.
