Budget 2021 must to be checked, scrutinised and accountability ensured
The Budget 2021, not only this, the state government annual budgets, all kinds of budgets need to be thoroughly checked, undergo a detailed scrutiny and ensure that everyone undertaking the roles in the budget are accountable in carrying out its implementations and authorising its handouts.
Of course, the parliament and the respective state legislative assemblies are all responsible in ensuring that they play the most effective roles in check and balance to ensure these budgets benefit everyone, not just the few or the elites. The budgets are also not mean for only those elites nor reserved for those feudalistic and symbolic figures.
We are in opinion that it is not for those in the feudalistic and symbolic positions to decide on whether this budget should or should not be approved. It is up to the members of parliament and state legislative assemblies to check on these budget when they are being tabled by the finance minister and the respective state menteris besar, chief ministers or state executive councillors in-charge of finance.
This is democracy. Our nation adopts the parliamentary democracy and this should be the way, where, not only budgets, but public policy, bills tabled (to be a law) and projects ought to undergo a tight scrutiny and checks, not only by the opposition elected representatives from both parliament or state legislative assemblies, but all elected representatives regardless of whether he/she is from the government or opposition.
Another effective channel to scrutinise the budgets is to allow parliamentary and state legislative select committees which consist of all elected representatives from both side of the political divide to carry out the various checks and getting assurance from all responsible ministries, departments, agencies and state-owned enterprises (also known as government-linked-companies, GLCs) on how such and such expenditures or policies are going to be authorised and implemented.
Even the budgets allocated for all the households of the feudalistic and symbolic figures ought to undergo the same procedures and process. The expenditures for the use of these feudalistic and symbolic households cannot be exempted from such because the allocations too came from the respective administrations who also collected these revenues from the taxpayers.
Our people, we the electorates, playing our roles as taxpayers too have our rights as citizens to voice our opinion or to put our displeasure to the knowledge of everyone if we found, witnessed or being suspicious in the way the budgets are being drawn out or the policies are being implemented.
Also to channel our message or demands through, we elect our members of parliament and state legislative assemblymen in every five years through the general elections.
This how a parliamentary democracy (demokrasi berparlimen) should work in accordance to the federal and state constitutions. The most important role of the parliament and the state legislative assemblies is to provide checks and carry out the overall oversight role on the governments of the day to ensure all policies implementations benefit the people and the nation as a whole.
Should any parties attempt to deny these facts and choose to twist and make them into a feudalistic issue, then their actions are tantamount to real treason, real seditious and the real enemies of the state.
Therefore, if the anyone wants to fight in politics, carry out a decent fight, democratically and professionally. Use your brains, common sense given by God. Use practical ways and means, be rational and prove your worth to justify your statements and what you are fighting for instead always hiding behind religion, race and royalists (3Rs).
Use the proper democratic channel. Don’t use feudalism as your shield or simply bury your heads under the sand. Or else, you will be fools forever.
To all elected representatives out there, use the best of all your ways and means to check and scrutinise the Budgets 2021 as thoroughly as possible. Closing One Eye by simply giving the budgets an easy getaway will eventually bring our nation to a doomsday.
So, please carry out your roles and responsibilities in accordance to the constitutions, or we vote you out come next general elections.
